The Hawai‘i Island Commercial Harbors 2035 Master Plan update is a concerted effort of the maritime industry, associated harbor users, government agencies, community groups, and the public. Beginning the 2035 Master Plan process, all available historical data will be gathered and analyzed to provide a basis for a new Master Plan that will address present and future concerns. Such data will be used to forecast the cargo and passenger needs for the future. Forecasts will be used to analyze the future status of operations and effects of socioeconomic conditions on the harbors. A study will be conducted to assess the implications of Sea Level Rise and impacts to the harbors and surrounding roadways. These factors will indicate needed improvements accommodating future demand and capacity for the harbors. Concurrently, meetings will be held with interested agencies, stakeholders, and the public to share their concerns and opinions.

Using the forecasts and suggested improvements, the layouts for Hilo and Kawaihae harbors will be updated as needed. Following the refinement of the harbor layouts, project costs will be identified and more consultation with the stakeholders and public will take place. After all the necessary public and stakeholder input, a draft Master Plan will be created for review by the State Department of Transportation, Harbors Division. Through much review and editing, a final Hawai‘i Island Commercial Harbors 2035 Master Plan will be completed and serve as a guide for the future development of the commercial harbors.
